I want to know if my husband and I could migrate the reson being all my inlaws i.e my husbands sister and her family and his father and my husbands 3 uncles and 1 aunt along with their families are permanent residents of Canada for the past 15 years and they ar ewilling to sponsor us.

Well, your husband's father might have to sponsour him. After he gets his PR card, he can apply to sponsour you.
