Any idea about which office to choose for correspondence and how much time it generally takes for the process to complete?
As it is, seems like my PR will expire and I wont be able to complete my 2 year stay within the time frame.

According to Citizenship and Immigration Canada (http://www.cic.gc.ca/english/department/times-int/02a-skilled-fed.html#west), the only visa office in the United States that you can go through is in Buffalo, NY. As you can see there, the wait times are pretty long, but not as long as some areas!
