You should check at http://www.cic.gc.ca/english/department/times-int/08-fc-parents.html for wait times for that class. Please also remember to fill out all the forms correctly and send any paperwork you KNOW you will need to send and send anything you THINK you might have to send. Because if you don't, it may take a bit longer for your father to get PR status here in Canada.
