I studied in the university (in Venezuela) and I finish the 3 year career but I did not graduate I miss the final tesis... I do have my record ... that can count as diploma?

If you did not graudate (as you missed your final tests), it is not likely that you were granted your diploma. Your transcripts do not act as your diploma, only a record of your coursework and grades, but it should list your completion date (if degree was completed).
