i hope everyone is well.
i am a canadian, tryint to get my Ghanian girlfriend a temporary visitors visa and a temporary work permit. she has only a certificate of completion for a 6 months european cooking course.
1) can she apply for a temp work permit without a job offer?
2)can she find an offer and apply for a temporary work permit after she gets here?

i wish all applicants well- Canada needs workers who appreciate this great country
